The reason there's little proof that it occurs is because (a) there's almost no way for it to be caught and (b) few people are checking up on it.

For example, a newspaper in Seattle decided to compare the lists of newly dead people with the voter lists and found 8 dead people that voted:

Some of the dead votes were done by people voting for them, but given the laxity of our voting laws it's much easier to vote multiple times by simply filling out multiple voter applications with fake data.

When you use fake names you don't have to worry about the voter being reported as dead. Under current regulations, it's simply not possible to discover that sort of fraud. But since the fraud that you can locate does exist, it suggests that the other type probably does too.

And what's sauce for the goose is also sauce for the gander. Can you name anyone who actually got disenfranchised by the requirement that they identify themselves? Lots of people get "disenfranchised" because they're not registered to vote. I know plenty of people who don't bother to vote. But photo ID? Everyone I've every known has it.
