It's a little too paranoid to say, "Oh we're going after voter fraud" if it isn't happening that much (though it does happen, contrary to the juvenile claims of SilentCJ).

Dude, you don't actually think that republicans are paranoid about fraud, do you? If states like Ohio, which in the eyes of republicans might have been in play, could be won by a few thousand votes, making it harder for minorities to vote might have meant the difference between loss or victory for Romney. In the end it turned out to be a miscalculation because the targeted demographics became hardened by the blatant ploy and decided to fight back...and we saw the outcome last november.

But there is no question that this is what it's all about.

Republican-led state legislatures have passed most of the new laws since the party won sweeping victories in state and local elections in 2010. They say the laws are meant to prevent voter fraud; critics say they are designed to reduce turnout among groups that typically back Democrats.
