Your are correct:

His budget is DOA and has no chance of becoming law.

He has indicated his priorities are to bankrupt the nation. One must always ask what motivates people in power. People were speculating that President Bush 43 was spending like a drunken sailor to make it impossible for his successor to increase spending. Obviously if that was his endgame, it didn't work. I continue to believe that President Bush 43 simply refused to provide adult leadership on spending responsibly.

Obama appears to have a different endgame in mind. It is not a lack of leadership on spending as much as the apparent desire to bankrupt the nation in the very short run. Ok maybe it is a lack of leadership.
