It is pretty clear he tolerated it Tenchu. Else why did he never mention it?

My take on it is because the poor couldn't afford the contraception of the day nor could they afford large families. While he may not of condoned it or its darker twin, infanticide, he likely realized they had few choices. Unlike modern Christianity, neither Jesus nor the early Church was big on promising God would make his followers wealthy. Or even saw it as desirable. Just the opposite in fact.
