Typically they park it in US Treasuries held in foreign bank accounts.

It just isn't available to pay out dividends or build US based infrastructure unless they pay US corporate taxes on the money. They money has already been taxed in the foreign counties in which is was earned. If they want to pay dividends instead they often issue corporate debt to generate US based cash for the dividend payment.
