You think that some sort of control is needed and that it's only a matter of deciding whether it's state or national. I think that controls are mostly not needed....(fertilizer explosions happen in every agricultural country on the planet, whether they're run by leftists or rightists),

But the argument is not about whether they happen or not (they should not of course with good safety management)...the issue is zoning...a plant like this located in a residential area poses a risk to unsuspecting people...clearly regulation about zoning is required as this event shows.

but they do have side effects. The most important side effect is that they cost money.


uh? what costs money? Regulation or the side effects of lack of it? Both clearly do...I am just curious as to what you mean by your statement.
