You can't fix this problem retrospectively with zoning. In this case, that plant was there before many of those houses. In the town where I grew up, Georgia-Pacific owned the entire north side of town, and had acquired it in the early 60s from a company which started in 1909. We had dangerous chemicals all over the place. But you can't pick up manufacturing facilities and move them, so you're stuck with them until they're decommissioned. Every house built in that town was built AFTER the plants came into existence. I'm sure the same is the case in West, TX.

In this case the town of West built a new school adjacent to the plant -- a school which easily could have been destroyed by the explosion. It is a big open area of cheap farmland; why didn't they choose to locate the school farther away than maybe 500ft? That's on them. Even small localities can weigh the plusses and minuses of building a school next to a chemical factory. It was a decision they made for whatever reason. No one needs to meddle.
