It's TEXAS, Dave. They are surrounded by big open areas of cheap farmland, as far as the eye can see. Anyone who's ever been to Waco knows that. I don't think any person KNOWING THE RISK would have sited a school within 500 ft. of that plant. The plant owners lied repeatedly about the risk, and the local (R)'s never inspected them or doubted.
