No, what I'm saying is that the federal government is incapable of it. There are hundreds of plants just like that one in every small town in Texas, and thousands all across the country. You can't drive through a town in a rural community without seeing a fertilizer plant.

The federal government doesn't give a shit about children and can only harm them (see: Department of Education). Parents and local communities care but perhaps need to take this incident as the impetus for looking at their own situations to see whether they feel secure with them.

The federal government cannot competently handle these tasks. Local people can, if they choose to.
