Did the US go into Iraq or Afghanistan by itself?

No, how is that relevant to two Chechens who came to the US as refugees seeking political asylum and subsequently bombed the Boston Marathon? When did the U.S. invade their country? What did the U.S. do to personally harm these two individuals?

Did other countries that weren't attacked on 911 join us?

Yes, they did. Are you suggesting that Chechnya has a treaty with Afghanistan or Iraq? or perhaps that these two individuals had their own personal treaties?

Did Bush/Obama declare the WOT had/has no country boundaries?

Al Qaeda and other Muslim groups have definitely changed how "war" is defined. They certainly do not respect nor limit their activities based on national boundaries. I don't think that Bush/Obama declared anything. It's pretty clear that they are simply recognizing that there are large groups of people who are not operating under a national affiliation who have declared war on the U.S. and other western nations.
