Al, it is really important to keep in mind, as Milton Friedman pointed out, there is a rather huge difference between the intent of government [regulation] and the result of it.

Most legislation at the federal level is undertaken with good intentions on both sides of the aisle. That is, its proponents BELIEVE it will be helpful.

But seldom does legislation turn out to be a good thing. It was well-intended, but it just doesn't work out. Because government simply isn't able to manage many of the tasks it sets out to manage. While you can look at it on a legislation specific level, you can also look at entire departments (like EPA and Dept of Education) that are sheerly incompetent. And have been forever; they're bureaucracies that grow without bound and it is difficult to point to any evidence they've improved the lives of people in any substantive way.

To the extent things can be done by smaller, local organizations, they will be done more cost-effectively and in accordance with people's wishes.
