Not merely ineffective but counter-productive. Not ALL regulation is counter productive, but for any given piece of legislation the likelihood of it having an overall negative effect is high. We're better off, in many cases, without it.

You have to comprehend that there is a substantial economic cost to regulation of any kind. It should be used sparingly.

For example, Senate Democrats are now considering allowing Internet sales to be taxed by the states. While it can be argued that Internet sales SHOULD be taxed, what cannot be argued is the absolutely disastrous effect on small business that will result when every small Internet seller will be required to file, every month, FIFTY state sales tax returns.

In this case, the revenue generated will be less than the cost of the bureaucracy (since larger sellers already collect and report sales tax). I will shut one of my businesses down altogether if this occurs, rather than fuck with 50 sales tax returns every month. And it is pointless; my buyers are all businesses anyway, and have to pay use taxes. Stupidity like this is what I'm talking about.
