The agency I worked for (the US Forest Service) had has its primary mission making the forests serve the greatest good for the greatest number of people for the longest time. I could buy into that. Since I left things have changed.

The Bureau of Land Management, BLM, was formed to 'dispose' of unwanted federal lands. Instead of doing that they developed a parallel bureaucracy much like the Forest Service.
