The sin tax is easy money for states.

I wish they would reduce their revenue needs by not doing non-essential services. I know from government service that once you expand your operation by hiring people, it's very hard to reduce it again, and painful. I solved that by only hiring skills I actually needed, not what would have bolstered my resume. And I resisted hiring specialties that I did not think we needed. That was futile, however.
