C2, the writer doesn't know that waters are charted and ships are chartered to sail on them. <This is all unchartered waters for us. > The Federal Reserve's 0s and 1s are the ocean and, ships are chartered to sail on the high seas, going hither and yon, delivering goods and services from sellers to buyers, floating on a sea of pixelated 0s and 1s.

The Federal Reserve's job is to keep the tide in and the sea level stable so the charts of rocks, reefs, coastlines and soundings remain right and navigable. The shipping is to carry the goods from sellers to buyers.

Uncharted waters are hazardous and likely to lead to ship wrecks. Unchartered shipping results from people not having goods to carry over the oceans, whether the oceans are charted or uncharted. Uncharted waters are more hazardous. Unchartered ships are useless.
