Sure, black powder is old tech. But there are a whole slew of chemicals used industrially, commercially and on the consumer level that can pack quite a wallop if some simple chemistry is applied. Not to mention the various fuels we have readily available. You can walk into most any house and MacGyver something to level the place. We can't control them all and have a functional economy.
