I think a great project might be something like "solar farms" in some of the southwestern deserts where the government already owns huge swaths of land. Not in the picturesque desert, but some of the flat, featureless expanse that makes up the most of it. The government could GIVE the land to anyone who wanted to commit develop a solar plant, leave the technology up to them, but guarantee a connection to the grid.
