I tend to think most people's priorities are :
1. Take care of ur responsibilities (fiscal/whatever), without dependence on others
2. After that, if possible help someone in need.

This is where GOVT intervention is unwanted, unnecessary, etc. No regulations needed/wanted.

The priorities mentioned above, do not always work - #1 : sometimes need help from others

This where the Libertarian notion comes in, explained very well by Mr Sowell.
