I say we give it all to the natives, see what they can do with it. LOL.....Be careful what you wish for. For example, the gov't gave 65% of the off shore fishing quota on all species to the Maori. After 2 years of commercial fishing they decided it was too much like work so they sold the rights to the Chinese. Now the NZ fishery is crawling with Chinese trawlers, seiners and long liners:-)
