No, the CIA isn't behind the cartels. They're in the illegal drug business. Though they do smuggle illegals in. I can recall them keeping some of them as prisoners in Houston. They use illegals as mules to carry drugs in. And keep them as prisoners and put them to work paying extortion to the gangs who smuggled them in.
