What part of Oregon got dead last I wonder? There is no sales tax and everyone gets their gas tank filled for them. Those two right there put them ahead of many states. Scenery is unsurpassed - they get half the rain of Western WA, and they do have Portland. In California, if you have a handicap placard every gas station supposedly have to help you gas up... but you are supposed to beep - really, that isn't much of a solution.
