I'm not sure I would assume that the testers were qualified... considering the people, with whom I went to college. Many graduated without a clue.

I'm sure employment and testing are more rigorous in the airline industry, yet they still don't know why lithium batteries caught fire.

Its just a matter of time, its always a balance between profit and safety.

On a personal note, I just worked on a State of California job where the general contractor was far more interested in limiting their own liability than they were safety or quality. Ironically for my specialized part of the job their devotion to OSHA regulations made my job MORE dangerous.

The General Contractor on that job, IMHO, is not really in the construction business, they are in the liability limiting business.
