I can't commit to that kind of call at this time, but the utilities have not taken out the 2007 highs while everything else has taken them out, and the way it looks right now, the Utes have put in a double top on the monthly with a lower high. This whole pump off the '08 lows is very long in the tooth, especially this last leg out of the November lows......all of the $BP indexes have not taken out the highs, nor have the $NYSI, $NASI, $NYMO, etc, etc......we shall see soon enough.
