The irony is that the volume segment of the US market is not the low end, but rather the high end. Even TMobile, who famously ended phone subsidies in March, has the iPhone 5 as their best seller, followed by the GS3 and the Note2, all of which cost more than 3 Lumia 521s.

Nokia has been pursuing a hero phone strategy with the 900, 920, and now the 928 without much to show for it. It's also launched a few unmemorable models at the mid-tier (8xx, 7xx). The 521 represents it's latest attempt to find a niche and build a base. Gotta give them credit for trying different strategies rather than keep banging their heads against the wall.
