Those are the internationally recognized Standards of Care. They are the guidelines that most therapists, doctors, surgeons and patients fpollow. They list 16 as the age at which HRT may be started. However, puberty blocking GnRH inhibitors may be started at 12 (Tanner stage 2). There are a few clinics in the US that now follow the Dutch example of treating young trans teens. At one of these clinics it's possible to start hormones as young as 14.
