In the article you cited, the youngest age that I could find was 7 years, and even that was given as though it were an absolute outlier ("some as young as 7").

While I know some whackjob psychiatrists, even THEY aren't falling over themselves about a three year old insisting he/she is of the opposite gender.

It is a stupid idea and the parents are stupid for taking their child down this road at such an early age.
