9/11 was a failure of the intelligence system that was in place well before Bush took office. It is not reasonable to expect that a president will shitcan the intelligence system within 8 months of taking office. He did, however, solve its problems in the ensuing years, which Obama apparently has already screwed up again in his first four years in office.
