So if you buy a pallet of panels, qty 22 panels you pay $0.68 per watt

includes no batteries, no support structure no conditioning or distribution, the square feet of land and or building needed also has no cost. having a 1 watt capacity is not just having a panel rated 1 watt. This is to an engineer. A salesman or politician on the other hand could easily make that claim with a straight face.

I would think one would want several watts of panel output mated with some matched battery power to claim a 1 watt capacity.

No I have not designed a system using PV. Clearly you have not either. Have you ever done any design with a true cost analysis?
