I can say that, but you can't. It's a difficult and complex argument to make. More like, Babs is trying to win what he has been instructed to believe is an unwinable, eternal war against undefined enemies, at least at a too high political cost enjoining the war a la Bush it would entail. This requires some kind of an appeasement approach where the US gives terrorists more or less what they presumably want. They go about this strategy indirectly by showing the world how easy and reasonable they are to terrorists. By this strategy they think they win the approval of the ROW, and to them, political hacks only who can be bought, they think the ROW will do the dirty work since most of the attacks would occur abroad. It's the old, draw a line and dare your opponent to cross strategy of the 'crats which has been around since McGovern. It only results in more terror attacks which have to be hidden by the 'crats. Gradually, Babs has to import more Muslims partially to strive for appeasement and to gain votes The radical Islamists can see this rising sub populace which can be intimidated to shield and protect cells in the US. FBI has told Babs that they can control all of that. The caliphate comes when this process has been continued sufficiently so that radicals can blackmail Babs.
