Elliot wave is based on psychology. It take a company with good business and improving earnings to make a market. Short interest will grow depending on market makers' potential customers for the stock. Short interest will grow then bought back to complete the elliot wave cycle. Each cycle has five waves, three up and two down.

Generally it is done by market maker who own the stock and hires new management to revive their company. Hambrecht and Quest used to be one such market maker sell their own stock not borrowed stock.. Made money because you know they use elliot wave analysis to run the market making curve.

Elliot wave analysis can not be use if market makers do not own the stock, because fundamentals are not valued. Any one buys stock. it immediately will try to buy back by pulling the stock back. And if they could not buy back, the stock is forever further pulled back.

Many stock can not use elliot wave analysis because fundamental value can not be kept on the market. Even Apple can not. too much gyration depending on short interests and weak market makers

In the old days, market makers are also directors of the company they make a market based on company earnings, They will finance the company from Wall street ipo. They can also run the company with new management to revive the company..
