I think what you're missing here is that these RATES depend on a certain number of healthy people signing up for the programs, and there is considerable doubt as to whether people will do so. Over time, we'll know -- but the reality is that people who don't want insurance are STILL not going to pay for it. And they'd be stupid to; they can still get care for their chronic illness by purchasing insurance after-the-fact, and they're not going to be turned away for emergency care -- just as they now aren't.

It is foolish to think this is going to work out well.
