There are articles which do this, but they are consistently done by amateurs who know nothing about the business.

You simply do not look at percentages of benefits paid. It makes no sense from an analytical point of view. And you have to capture some of the cost of services that Medicare gets for "free".

There really is no debate about this amongst professionals.

I've not seen any commentary on this by CBO.
