Yes, it does. And it should. Because there is a fat tax credit for rehabbing such a structure.

A credit that exists to encourage investors to gut and rehabilitate them. And my clients used to run around getting structures certified all the time so they could do just that. We did a $100M rehab on a hotel that generated $25M in tax credits to the investors on the day the doors opened, before they made a single payment on the debt.

And in fact, the REASON these old structures get rehabbed rather than leveled in most cases is the owners want that credit.

IT has very little to do with "historical significance" and a hell of lot to do with wanting the tax credit.
