The only reason to classify this program as top secret is to hide it from the American people. Maybe hide if from free societies which I've heard exist somewhere. I'm sure the companies selling you down the river asked for the high classification to avoid blowback from the public.

I'd assume voice, all location info (all parties on the call) plus phone numbers and time slot are all sold. Thanks to the classification, the corporations farming you are protected from having to confess what they are doing. And by classifying the program, the actual cost can be hidden. $10 billion a year? $50 billion a year? Every boondoggle under the sun is going to try to crowd under this sort of secret budget umbrella. Just another gift of 9 eleven to allow these things to be created and grow unchecked because there is no check and balance.
