That's BS...... Obama WANTED to keep troops in Iraq but the Iraqis played hardball on the conditions. The Iraqis ONLY would accept U.S. troops on the condition that they would be under Iraqi control and jurisdiction. That would have meant that they could have arrested our troops and tried and executed them if they felt it was appropriate. If YOU were president would YOU have accepted conditions like that?
