IRS would be administering it but it would not be telling what to buy. The problem with folks driving skepticism and sometimes fear about Obamacare (call it party folks or whatever), is that they are doing so for political reasons. That is how I interpret Pelosi's statement. If you sit back and think genuinely, she said to not look at it from a political but instead look at it from a legislator's POV, who has to either pass it or not. From your examples cited from the IRS site, the eligibility is for Govt assistance to pay the premiums. Each one of us will have the option to buy whatever type go Healthcare insurance we want.
