You can pick up new 17 inch ones fairly cheap. One thing I would be weary of is where the other guy was surfing on his used computer. Since I know you most likely would not re-install the OS and programs, I would not trust a used machine. If you would re-install everything, then a used system would be fine. Check Ebay. Or your local buy and sell papers.

You will most likely get IE 10 on a new PC.
