John, Illinois has major problems. Watching the state treasurer on 60 minutes a while back trying to explain the dire financial straights was like looking at a drowning man looking at the rescue boat sailing away. The new actuarial standards for return on investment projections that are being talked about will also have a severe impact on pension funding especially in those states that are grossly underfunded like Illinois.
