If we take a quick look at some of your recent posts several things become apparent. To sum it up quickly you want society to give you free chips to gamble with because you know so much more than everyone else and your feelings run so deep. Another apparent thing is your inability not to stick your nose into a casino.

1) You traveled to Portland under the auspice of visiting family members but you have spent most of your time gambling.

Clearly Koan we don't want you or people like you gambling with our tax dollars. Education is great but you get what you pay for. Free education just means there will be a lot of useless degrees out there that will cost society a fortune and the people possessing them will never be employable. If you want a useless degree to hang on the wall you pay for it.
