NYSE has specialist as market maker. They are also director of the company they make a market on NYSE. NYSE specialists finance their company doing ipo. That concept is different, so specialists usually own their company stock themselves. NYSE usually do not finance the market with short interests. although, today, the volume of trade per day is so large, that specialist and large brokerage bull pans(of 80 market makers each) is not sufficiently large enough to finance the stock and its market by owning all the stock.

So, investing in a stock mostly is over bought and over sold of short interest published each month.
