Cheney is out of date. A crook from a bygone era. When people seek refuge in Freedom Hong Kong from Droneland USA, there is something in the air. He is obviously Against Us and a clueless crook.

In the old days, swimming for freedom to Hong Kong and thence to NZ or USA was an excellent idea. Now, the balance appears to have tipped and not so many think USA is the Land of the Free and Home of the Brave though they retain the balance of attraction. Hong Kong is reportedly "most free" and generally top of the pops in the political freedom stakes, albeit with the looming monster of Beijing actually calling the shots at any time = a peculiar paradox unlikely to last, though it is a convenient place to pile ill-gotten gains from China for Beijing's bosses, ready for launching into the hinterlands of the planet. A nice place to store gold. An airport to anywhere.

Great Britain had various tax-haven possessions to which the British could retreat as needed. Bermuda is a great place. Bailiwick of Jersey, Guernsey and similar to Hong Kong [in being attached to UK though not run by it] but without the Big Smoke attributes. en.wikipedia.org
