The key words in the statement are "generally" and "almost always" .

Dell's motherboards are generally off-the-shelf CRAP from iNTEL
while other components are almost always universally available parts
from other manufacturers.

iNTEL motherboards, though reliable, are generally sLOOOOOWWW.

I really have difficulty believing that you do not know this yourself.
Are you arguing just for the sake of argument? NAW, you would not do that.
