Both......depending on the location. When it comes to mass transit esp rail, the US is pretty much behind other first world nations and even some third world.

In CA, LA, SF and San Diego have been fairly aggressive when it comes to intra city mass transit esp rail. In the meantime, CA is a large and intense market and the perfect spot for the first hi speed rail in this country. I liked to see CA go first, then another hi speed hub built around Chicago; then Boston-NYC-DC, then TX and then Florida.
Eventually I'd like to see all the hubs hooked up so that you can go from NY to LA via hi speed rail with only a few stops.
