I don't think that this definition is an accurate one. I've seen many times in my life how people (even small children) tried to obtain and actually obtained " secret or confidential [information] without the permission of the holder of the information", sometimes out of sheer curiosity. None of these cases I would identify as spying.

I would add to this definition "...on behalf of a specific entity or an individual".

Ed Snowden revealed the "" secret or confidential information" on behalf of "We, The People", on behalf of the mankind.

Ed Snowden is not a spy.
