I don't think anyone harbored any illusions about government's ability to snoop into our lives. What Snowden has done is bring to the forefront the extent of the snooping and the utter lack of oversight. He brought the issue into focus and kickstarted a necessary discussion.

He may well have betrayed his country but in the process he also has done a great public service. How to judge him is a terribly difficult enterprise.

From what I've seen, the oversight is lacking. A thin veneer of legality is spread over a huge dollop of potential abuse.
