And when they say storms caused "record damage", they often are measuring in dollars, and nominal dollars at that. Even real dollar damage would go up with the factors you mention and with a growing economy generally creating more and more valuable stuff to damage, but if you don't account for inflation, at some future point a small storm could "cause more damage" then Katrina and Sandy put together.
