You respond to a point made by Sowell, by calling him a fool.

He is not one, but even if he was, the point raised would in this case still be true. Responding to the person rather than the idea is ad hominem. It fits the technical definition of the ad hominem logical fallacy if your claiming the ideas is wrong because of your claim about Sowell. If you don't mean to imply that and just wanted to attack Sowell ("fool like Sowell") than it doesn't fit the technical definition of the logical fallacy, but it will often get called ad hominem by extension.
