It is clear that AMD's product engineers f***ed up again and I am sure for ego reasons they delayed doing this.

In the absolute sense you are absolutely correct that raising from 3.2V to 3.3 will reduce MTBF.

However this effect may reduce MTBF from 75 years to 74 years ( the numbers are simply illustrative).

It is also true that the temperature that a chip operates at also effects reliability. Therefore computers operating in an ambient of 65F vs 70F will also see a difference in their reliability.

In todays climate of computers having a half life of 1-2 years before obsolescence this issue is minor compared to AMD's other problems.
