So-called "fight or flight" behavior does give a person permission to kill someone. It is the entire idea behind it. You will kill someone if necessary to preserve your own life. It is an involuntary reaction to threatening circumstances.

It does not generally occur because someone is following you. It does, however, occur when you are attacked and brutalized.
