The truth is that power evolves ,likes to be centralized & monoploized ,very darwinian in its psychology . And we see how this clearly accomplished in every religious example from Judaism's scribes penning (500bc) in David's Jersusalem as the Holy City where the deity resides & all sacrifices must be made , to later Rome or Byzantium for the two west/east Christian traditions (& Jerusalem to some degree) and later Islam with Mecca being clearly the chosen geographical center for all righteous attentions.
We see it all down thru history as well, from the Greek City States , each having their own protective God or Godess and to that city one went to recieve those blessings & offer sacrifice & prayers.
